Summary: This position will play a critical role in our team by developing and coordinating proposals for all divisions of our company. Additional responsibilities include responding in a positive manner to meet the needs and requirements of a dynamic, small business environment.

This position requires the Proposal Specialist to demonstrate proposal writing capability. Capability is defined to include:

§ Writing Skills – A very good command of written language with a capacity to reach excellent command.

§ Reading Comprehension – An ability to read and understand a solicitation to develop a clear and precise response. Responses are compliant with the customer’s stated requirements and integrate details from the solicitation.

§ Communication Skills – Strong collaboration and persuasion skills. Effectively communicates with internal team members, partners, and customers.

§ Problem Solving Skills – Ability to use critical thinking to propose recommendations and solutions related to proposal development strategy. Ability to apply time management techniques.

§ Time Management – Ability to juggle multiple projects with diverse internal deadlines.

Essential Functions:

§ Responsible for following the company’s standard in order to analyze and respond to solicitations (RFPs, RFQs, IFBs, RFIs, Sources Sought Notices, TOPRs, FOPRs, etc..) from a variety of federal, city, state, local, and commercial organizations.

§ Exhibits strong collaborative qualities to enhance the team’s problem-solving, consensus- building, and time management efforts.

§ Positively interfaces with team members, customers and partners to ensure competitive proposals and execution of overall business development strategies.

§ Coordinates data calls to ensure on time submittal of assignments.

§ Conducts incumbent, past performance, and market research for assigned upcoming proposals.

§ Continuously learns about industry and proposed services that result in accurate and compelling proposal content.

§ Keep timely and accurate documentation of assigned proposals and past performance references in Bullhorn and SharePoint.

§ Assists the BD Team to monitor government lead and bid systems for solicitations utilizing e- Buy, TXMAS, SAM, GovWin and other reliable sources presented. Participates in pre-qualifying new RFP’s as needed.

§ Participates in federal marketing requirements such as developing capability statements, attending industry days, or attendance at other events as requested by the Business Development team.

§ Is aware of and complies with regulations (such as FARs) impacting Business Development efforts.

§ Reflects our company’s commitment to provide a quality product.

§ Other duties as assigned.

Qualifications:

· Ability to develop compelling technical content, speak effectively, & make presentations.

· Ability to solve practical problems and deal with a variety of concrete variables where only limited standardization exists.

· Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

· Ability to work in a team oriented, fast-paced environment handling multiple activities simultaneously that may involve short turn-around times.

Education/Experience:

· Minimum

o Bachelors degree

o Must possess proficiency with Microsoft Office Suite.

· Preferred

o Masters degree or Technical Communication Certification preferred

o At least 2 years working in a professional setting

o At least 1 year of technical, proposal, or grant writing experience
