Donald L. Mooney Enterprises, LLC dba NURSES Etc STAFFING is sourcing a qualified Physician for the HHS - HRSA (NHDP) in Baton Rouge, Louisiana.


Purpose
The purpose of this requirement is to provide licensed physician services to work on an interdisciplinary team providing services for HD patients and their families seen at the NHDP Clinic, located in Baton Rouge, Louisiana, as well as telehealth consultation to patients across the United States and its territories.

  • Performance will be conducted both on-site and via telehealth, as required to fulfill the objectives of the contract. No contractor personnel have the authority to work off-site under this contract.
  • The physician shall be available to provide after-hours consultative services, as needed, to support patients under the care of the NHDP Clinic. This includes responding to urgent medical inquiries and coordinating care with other members of the interdisciplinary team. In cases where medical necessity is required, the physician must be available to report onsite to assess and treat patients located within the domicile area. The contractor shall ensure timely response and availability to maintain continuity and quality of care during non-standard clinic hours, including evenings, weekends, and holidays as applicable.

Schedule: Standard services shall be required up to no more than twenty-four (24) hours per week, and no more than seven (7) hours per day, Monday through Friday, between 8:00 AM and 4:30 PM CST.

Physician Services: The Contractor shall:
1. The contractor shall maintain a valid physician license in at least one state. The contractor physician services (hereafter Contractor) must have a current physician license to perform on this contract. At no time can a contractor work for the NHDP clinic without a current physician license.
2. The contractor shall maintain active Basic Life Support for healthcare providers certification.
3. The contractor must complete and maintain all accreditation requirements for the program. This includes mandatory clinic training and credentialing.
4. The contractor shall provide medical care and management for patients diagnosed with Hansen's disease (leprosy), as well as individuals with other acute and chronic complex medical conditions. The contractor shall perform clinical duties as a member of the clinic's medical staff and participate in the delivery of direct patient care in accordance with applicable medical standards, clinic policies, and federal regulations.
5. The contractor shall work independently in developing diagnostic and treatment protocols in connection with complicated physical and mental problems of patients under their care. The contractor shall provide diagnosis and management of both routine and complex cases of Hansen's disease and other serious medical conditions. The contractor shall also support the e evaluation of differential diagnosis of challenging dermatological presentations to determine the presence or exclusion of Hansen's disease.
6. The contractor shall manage complex cases in the field of Hansen's Disease as well as other medical disciplines. The contractor shall exercise clinical judgment in determining when to seek guidance from external consultation.
7. The contractor shall independently perform minor surgical procedures, including but not limited to punch and shave skin biopsies, wound debridement, incision & drainage (I&D), and slit skin smears, in support of the diagnosis and management of Hansen’s disease and other dermatologic conditions
8. The contractor shall assist in the management and evaluation of special study cases and of patients receiving investigational drugs and other forms of treatment as part of the clinic’s ongoing research programs to develop better methods of treatment.
9. The contractor shall serve as clinical liaison person for research activities in coordination with the Laboratory Research Branch of the National Hansen's Disease Program and the Hansen’s disease Ambulatory Care Clinics. Responsibilities will include facilitating communication between clinical and research teams and supporting the integration of clinical insights into ongoing research efforts.
10. The contractor shall initiate research studies in collaboration with other investigators, subject to prior review and written approval by the Clinical Branch Chief
11. The contractor may seek consultation from external consultants without prior approval, provided that such consultations do not compromise patient confidentiality, incur government expenses without authorization, or conflict with applicable policies and procedures. All consultations must be appropriately documented in accordance with agency guidelines.
12. The contractor shall participate, contribute or provide, entirely or in part, in activities of other Branches of our Program when required, providing it does not interfere with primary responsibility of providing patient care. This will include teaching activities in seminars for training nurses, medical students, general practitioners, dermatologists, and other physicians in the diagnosis and management of routine and complicated cases of Hansen's disease and other diseases as may be required. The contractor shall provide individual instruction to medical students, interns, residents, and other physicians assigned here for short and /or long-term training.
13. The contractor shall perform administrative functions in support of their clinical duties. to support the physician’s work. These responsibilities may include scheduling meetings appointments, initiating phone calls, coordinating consultations with external providers, and responding to emails and inquiries. The Physician shall also perform or participate in administrative and medical activities related to other departments within the Clinical Branch as needed and when their services are requested.
14. The contractor shall work collaboratively with on-site Advanced Practice Providers (APPs), which may include providing oversight in accordance with a collaborative practice agreement, as applicable.
