Position: Project Manager
Location: Joint Base San Antonio, Camp Bullis

Overview: The Program Manager is responsible for the direct supervision of all contractor employees and shall ensure all work requirements, deliverables, and performance standards are met. The Program Manager shall work closely with the Government COR and shall have direct authority to act for the Contractor on all matters relating to the daily operations of this contract.

Qualifications:

  • Degree/Education: Shall have at least a bachelor’s degree from an accredited academic institution recognized by the U.S. Department of Education.
  • Experience: Shall have a minimum of five (5) years of program or project management experience on a contract of similar size, scope, and complexity, preferably supporting a DoD or federal government agency. Experience managing non-personal services contracts for medical or healthcare services is highly preferred.
  • Skills: Shall be proficient in MS Office Suite and possess strong organizational, leadership, and communication skills to effectively manage a multidisciplinary team and interface with senior government stakeholders.
Duties:
  1. Serve as the primary liaison between the Contractor’s team and the Government Contracting Officer (CO) and Contracting Officer’s Representative (COR), ensuring clear and timely communication.
  2. Directly supervise all contractor employees, managing schedules, assignments, and performance to meet the requirements of the PWS without Government oversight.
  3. Assign projects and tasks to contractor personnel and ensure the quality and timeliness of all work products and deliverables.
  4. Implement and manage the Contractor’s Quality Control Plan (QCP), identifying and correcting any deficiencies in service.
  5. Prepare and submit all required reports, including Monthly Progress Reports, contractor staff rosters, and financial data.
  6. Analyze interruptions in medical support services to identify operational deficiencies. Deliver mitigation plans to the COR to restore scheduled medical support operations.
  7. Ensure all contractor personnel comply with contract requirements, including qualifications, certifications, security protocols, and standards of conduct.
  8. Manage the on-time filling of all positions and develop mitigation strategies to address vacancies or performance issues, ensuring the turnover and fill rate metrics are met.
  9. Coordinates contractor participation in the collection, compilation, and management of Government-led research data, ensuring all activities comply with protocol guidelines and confidentiality requirements.
  10. Construct comprehensive de-identified databases to provide Government scientists and medical personnel with research information.
  11. Ensure all contractor personnel are trained on data collections standards and are accurately reporting activities in the required Government systems.
